Verified experts review only assigned missions in the expert portal. They can study citizen reports, evidence metadata, verification context, and responsible authority information.
Expert recommendations are drafts until submitted and approved by a moderator. Public mission pages show approved recommendations only.
Experts should disclose relevant limitations or conflicts. Recommendations should be practical, evidence-based, and written for citizens, partners, and public authorities.
